Government of Sharjah Awards TIPYAN Consultancy Contract to Develop Integrated Management Platform for Al Qalqali Marine Protected Area

TIPYAN Center for Development Economics and Policy is pleased to announce that it has been awarded a consultancy contract by the Government of Sharjah to design and develop an integrated platform for the management and monitoring of the Al Qalqali Marine Protected Area.

This initiative combines advanced environmental monitoring methodologies with socio-economic assessment tools to ensure a balanced approach between ecosystem conservation and social sustainability.

Technical Innovation & Monitoring

On the technical side, TIPYAN’s team will develop a cloud-based platform for processing satellite imagery to monitor changes in:

  • Water quality

  • Seagrass distribution

  • Coastal land use

The platform will also integrate drone-generated data and employ Artificial Intelligence for near real-time detection of marine species—including turtles, fish, and coastal birds—through aerial and underwater imagery.

All data will be presented via an interactive dashboard featuring dynamic maps, temporal analyses, and an alert system, with role-based access provided to government officials, field teams, and regulatory authorities.

Environmental Analysis & Accessibility

In parallel, TIPYAN researchers will produce high-resolution habitat maps for seagrass meadows, coral reefs, and mangrove ecosystems using spatial analysis and long-term environmental change tracking.

To ensure broad usability, the project includes the development of a bilingual interactive interface (Arabic and English) designed to support both administrative operations and public engagement. Furthermore, the platform will enhance emergency response planning by modeling pollution scenarios and identifying sensitive areas to improve rapid coordination during environmental incidents.

The Human Dimension & Socio-Economic Impact

Equally important is the project’s strong focus on the human dimension of resource management. By integrating social science and development economics, the project will:

  • Examine governance structures and stakeholder relationships.

  • Assess the socio-economic impacts of conservation policies on local communities.

  • Investigate behavioral factors influencing policy compliance.

  • Evaluate zoning regulations to balance conservation with sustainable livelihoods.

Additionally, the initiative will explore opportunities for sustainable eco-tourism, document cultural values associated with marine ecosystems, and strengthen communication strategies to ensure data translates into inclusive decision-making.
