1. About TIPYAN and the RESCALE Project

TIPYAN — Center for Development Economics & Policy — is a Cairo-based research centre delivering evidence-based research, policy advice, and training across the MENA region. TIPYAN leads RESCALE, a knowledge-transfer project funded by the European Union.

RESCALE will design and deliver a modular digital training programme to strengthen risk preparedness, digital innovation, and leadership among Egypt’s agri-food SMEs, with a strong focus on women-led enterprises. The training content will be built on a rigorous, evidence-based assessment of the existing knowledge base and the gaps it leaves unaddressed.

Role Overview

2. Purpose of the Assignment

TIPYAN is seeking a qualified researcher to conduct a rapid literature review of research published between 2010 and 2025 on the risks Egyptian agrifood SMEs face during crises, including the COVID-19 pandemic, the 2022 food and energy price shocks, currency devaluation and inflation, and climate-related events. The review will classify these risks into main categories (for example, financial, market, supply chain, regulatory, operational, and climate risks) and trace the channels through which crises reach SMEs, such as tighter credit, rising input and import costs, disrupted logistics, falling demand, and changing compliance requirements. It will then assess the impacts on SMEs’ production, sales, employment, and survival.

The review should cover peer-reviewed journal articles and relevant policy/institutional reports (e.g., FAO, World Bank) addressing agri-food SMEs in Egypt, the MENA region, and comparable developing-country contexts.

A structured literature review report (in English) synthesizing the state of knowledge across the thematic areas above.
A clearly articulated knowledge-gap analysis identifying what remains under-researched or unresolved.
A short set of recommended priority themes to inform the RESCALE training framework, presented to the TIPYAN research team

Skills

5. Required Qualifications

Master’s degree (PhD preferred) in agricultural economics, development economics, food policy, business, or a related field
Demonstrated prior experience conducting literature or systematic reviews
Familiarity with agri-food SME research and/or the Egyptian or MENA agri-food sector is an advantage
Strong academic writing and synthesis skills in English; working proficiency in Arabic is an advantage
Ability to work independently and deliver within a defined, short timeframe
